Send Newsletter to Subscribers
Sends the newsletter to confirmed, opted-in subscribers and logs the result — kicked off by hand when an issue is ready.

- When clicked (trigger): Started by hand when an issue is ready. → Fetch Active Subscribers.
- Fetch Active Subscribers (action): Pulls the confirmed, opted-in subscribers. → Build Send Payload.
- Build Send Payload (action): Assembles the send request. → Send Newsletter.
- Send Newsletter (action): Sends the newsletter through the email service. → Log Send Result.
- Log Send Result (action): Records what was sent.
